In the eyes of most fans at the time, even in a kayfabed era such as the seventies, Jay Strongbow was not generally thought of as being World championship material.  However, he was incredibly popular with WWWF fans, and when matched against The Superstar in title matches, definitely rose a proverbial notch or two up the ladder.
